DUTIES:
The incumbent is the designated authority and expert on extramural and crosscutting research efforts and methods at CDC/ATSDR and interfaces directly with all components of the Agency, other federal agencies and entities in the public and private sectors. The incumbent manages the collaboration and coordination of CDC's research efforts and oversees efforts to identify opportunities for, and facilitate involvement of, such organizations and entities in the CDC overall extramural and intramural research programs. Incumbent sets direction, and develops policies for the CDC's Centers, Institute, and Offices on efforts for research partnerships with other federal agencies, academia, and other organizations. Acts as principal contact with the CDC Director and Deputy Director, ATSDR Assistant Administrator, CIO Directors, Assistant Secretary for Health, HHS as well as external constituencies such as the National Institutes of Health, and others. Incumbent is responsible for independently developing, reviewing, evaluating, and implementing policies, regulations, and legislative mandates.

QUALIFICATION REQUIREMENTS:
HEALTH SCIENTIST: Applicants must meet the basic qualification requirements outlined in OPM Qualification Standards Handbook. Applicants must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with major study in an academic field relating to the health sciences or allied sciences appropriate to the work of the position. Since this position has a specific education requirement, all applicants must verify completion of this basic education requirement by submitting a copy of an official college transcript with the application. In addition, applicant must have one year of specialized experience at a level equivalent to the next lower grade in the Federal service. MEDICAL OFFICER: Applicants must have a Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country. Applicants who received a degree from a foreign medical school, but are licensed to practice medicine in a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States require no other certification in regard to the quality of their education. Applicants must also have a current license to practice medicine in the United States. In addition to the above education requirements, applicants must have one year of specialized experience at a level equivalent to the next lower grade in the Federal service. Specialized experience is experience directly related to the position which has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position. Specialized experience   is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as the ability to oversee the planning, development, implementation and evaluation of intramural and extramural research programs.
